We had this issue with our old MV 150. This was usually due to clogged/dirty or bent nozzles, or clogged dirty filters on the vacuum supply to the head.

If there is no visible fault on the affected Shaft, perform maintenance on the Head. Replace Filter and exchange the Mechanicial Valves or replace the O-Rings on it.
