A Test Technician or Test Engineering Technician is the proper title for this person........not an SMT technician.

It sounds like you are looking for a test technician for SMT boards. SMT techs build them.

Do you have a good SMT technician? If so, you can get some great used equipment for pennies on the dollar. Didn't think I would ever say this, but Mydata or Quad may be a great choice for you.
