We build all our stuff in "kits" as you describe. We don't have much trouble running short on parts at the end although most of our equip. is new which helps a lot. We also have feeders that can run in reverse on set-up stations and we reload parts

Edited because I completely misinterpreted your post. We used 2 lengths of Durapol with slots for the board edges and a shorty (free-floating, not attached) under the middle. Not much more elaborate than your titanium shims but we had it laying aro

This is fine from a quality engineers point of veiw, but as you said the vendor never admits to nothing. So the company that has the problem has to resolve the problem for themselves. Generally this turns into a finger being pointed at the process

Or some muppett hasn't put the correct height in the part data, or... The machine has been moved and not calibrated/set up properly - becoming evident as more accuracy is required.
