Can you etch where you want to solder to? But you would need harsh chemicals to do that. The whole point of chrome is to not chemically react.

You can weld (spot) to chrome. Maybe you could weld a nickel tab to the chrome part?

That's not going to work in this case. The substrate has very small pads designed for a micro BGA die. Thanks for the suggestion though.

solder SnPb wire to gold plated IC

Anyone experience using SnPb wire to gold plated ICs? I have tried to solder the SnPb wire to the gold plated ICs lead, but the surface finishing is dull. Can anyone explain that to me? Why it is not shinny surface? Any recommendation?

If the tab is Sn plated, you can solder to it as long as your iron has enough power (watts). If you continue to have trouble then it probably isn't Sn plated.
