Simply ask your board manufacturer to Hot Air Solder Level the boards. HASL is a very common procatice at all board houses. Should not add cost and now your board meets this spec before you even touch it.

Acualy same supplier, but they have 7 different facilities. Changes in prepreg thickness from lot to lot is the big deal, since internal shorting occurs form time to time. Just wondering if there was a spec I could use to force them to use the same

As long as your operator is grounded, a pair of welders gloves is fine. The leather kind do not build up static and do last a while. If the same pair of gloves is being used for dedrossing the wave, pay special attention to loose fitting gloves. I

It realy depends on your product. Tighter tollerance boards require a better machine, which costs more money. Multi-layered baords wih a alot of heat sink will require preheat - something a lot of selective solder machine do not come standard with.
