I think the main cause of this condition is #3 because both #1 and #2 never change from board to board, these are identical boards with identical BGA revisions. These BGA's (as stated before) are about 3 years old.. I don't believe they are lead free

Thanks for all the responses. I do agree with what was said, and can certainly see reasons not to try. I'll write a little more about what we do. We are a defense contractor, and as I mentioned very high mix, low volume. We only have 1 SMT line.

I had someone in another forum tell me that my assembly would fail if I had a few solder joints over the 1000ppm RoHS threshold, with all other solder joints within spec. So, I followed up with this illustration. Please let me know what you think.
