I have a need to send some Engineers to intro SMT classes. I have found two avenues: 1)ACI (which is to high level!) 2)Cookson CPS which is more in line with intro to SMT process. Are there other that are on re-occurring timelines?

Send them to the SMTA - they have classes and courses for all levels. There is one in Boston at the end of next month. They have one at a different location every 3 or 4 months... http://www.smta.org/smtai/index.cfm

Has anyone heard of the quality of the electronics classes through the EMPF (i.e. American Competitiveness Institute, Navy 'Mantech' program)?

Don't hold me to it but... Class 1-process indicator, varify value (cap, resistor) Class2,3-failure (rework required) This is what we used at my former job when i took over QA responsibility.

Does anyone know there a standard matrix of clearances part to part for Class 2 and Class 3 board design. IPC does issue a preferred matrix but they are so liberal they not so useful in the real world. Any suggestions would really be appreciated.
