Good post WML! you helped a lot!, Chunks brings up good point. Are there vias that can be shorted by this component being slightly misaligned? When reworking there could be residual solder or even flux that has shorted the pads or component, etc.

I'm with hoss67. Trust the local pcb fids. Have you run the camera down one edge of the board to see if it runs off due to a poorly scored breakaway? Some fab houses do not hold very tight tolerances for breakaways.

From looking at your images I would say it could be poor solderability on the terminations of the component itself. Can you get your hands on a different date code and try them out?

Solder mask misalignment: mismatch in registration between the solder mask and the features on the PCB. It when the things that are supposed to covered are not covered by the solder mask.

It turns out it was a misaligned fiber sensor on station 12?, the after rotation nozzle verification.
