Similar to Jax's comment, concern yourself with the the activity level of the flux. A more active flux would be more aggressive in removing tarnish. Certainly, the choice depends on the type and amount of tarnish. Probably, you need to consider your ability to clean the parts, because many aggressive fluxes are corrosive.

As an alternative, consider using a preconditioner tailored for the metal of the leads of your parts. Metals joiners use these solutions to remove the tarnish prior to soldering.

Talk to your paste suppliers for advice on the specifics of your situation.

One of our quality engineers established a procedure to use Tarn-X to clean terminals prior to soldering.

A no-clean paste with an above average amount of halides should do the trick. Kester EP256HA is a good choice for this application if you are using a leaded alloy (Sn63 or Sn62).

Wire wheel works too. Pre tin the part. Hand solder after reflow.
