Fluxes for high voltage DC | 27 October, 2010

We are having metal migration issues with SOT 223 and TO 220 parts runing at 500V DC. We are using no clean flux and suspect that is causing the problem. Does anyone have any experience with these levels of DC voltages or know of any consulting firm that does?
