I've recently seen some TO-220 FETs that appear to be counterfeit parts that have had the marked area resurfaced and remarked with a false part number. I don't know much about semiconductor manufacturing, and I just want to know if there is a type of machine that manufacturers would typically use if they needed to resurface and remark parts like this.

Yep, lots of ways to do it and lots of ways to check it. Immediately blacklist the supplier who sent them in to your business.

Manufacturers don't need to do this. I've heard excuses such as remarked due to automotive qualification, but normally die would be tested at the fab and the marking put on at a back end packing plant.
