MVP Supra M - Power-up Problem

We just bought a MVP Supra M machine and have put it under power but can not get the PC system to power on. I am following the power up procedure in the manual. Under power the conveyor controls work and the UPS backup turns on, but holding the key in the power-on position does not start up the machine.

Things I have checked so far:

-Continuity is good on the selector switch -Estops all engage, red light turns off when they are clear -All connections secure in the power distribution box (UPS light is on) -UPS providing 208v on both outputs

Am I missing something obvious or do I need to keep digging into the diagrams?
