I am having trouble with achieving wetting on fences and I cannot find an IPC callout. What experience does the group have with fences install and inspection?

We do this often. Including fences with many internal structures.

I assume you are hand soldering the fences. Are you heating the assembly during the soldering process?

We typically have no issues with this operation, on a variety of assembly types, such as standard PCBs, to PCBs soldered into large housings with high thermal mass. We find that setting a hotplate from 80-100 C provides the best results. If the assembly won't sit flat, consider an IR heater. But the key is getting heat into the assembly however you can.

I am placing these at SMT.... they are going through reflow so they should be reaching a high temperature.....

Ok, interesting. Unfortunately I can't speak on that. We always treat these as a 2nd ops and have never had a problem. We determined it was something that could add to thermal trouble. Also, the amount of solder added during paste deposition may not be enough to complete the seal nicely.
