We just subcontract assemble boards, but have our preferred PCB supplier. If an existing board manufacture is transferred to them they often recommend change/ improvements which we have to get authorised from our customers. Although the boards may work ( electrically ) I pftem confer with the designers too to ensure reliable manufacturing quality etc

*You* may be well versed, but not every designer is experienced or even familiar with DFM.

I don't care how sophisticated the circuitry is, if you can't build it it's a lousy design, and as an EMS we see many designs that shouldn't have passed the review stage (if there WAS a review).

Holes too small for the PTH leads, unplugged vias in pads, HASL specified for high density designs, and designs with NO drawings, no notes, etc..

That said, our favored fab shops rarely suggest changes to a design unless the board files included panelization and the method isn't appropriate for the layout, or if the design is incompatible with standard methods and processes.

Sometime yes, if your design is not good enough, then supplier provide a good solution or suggestion, then you can try. Supplier is not only a supplier, sometime they're professional and expert on their area. But change should follow your change management system.

We can provide better suggestions to customers, but customers do not agree, we will make products according to the original design of the customer, otherwise it will cause disputes. There is also a case,we are not sure whether the customer design has specific needs and we are not allowed to change it, so the supplier opinions must be mentioned, also to make the perfect product, but the most general decision right is the customer .

Very broad topic. Designers own design. Manufacturing engineers can suggest design changes based on DFM, DFX DFA analysis. These are suggested, so the board is manufacturable with very low to no rework. Both design and manufacturing have their expertise in their own field. Both should work together towards creating the better product.

Yes, of course, considering your manufacturer knows how to design and has a very good design team. Additionally, your manufacturer must have years of expertise to design complex circuit boards. Few manufacturers offer design to assembly services. All you need to do is keep a close eye on your manufacturer.
