To me, the BIGGEST issue is process and material qualification that conforms to ISO9000, especially those dreaded "Special Processes."

The one thing I haven't seen mentioned yet is developing the the control systems for the process equipment and materials.

You don't want to mix up your solder paste, bar, and wire, and you don't want to cross-contaminate by using equipment (soldering iron tips, for example, and even ESD mats) with leaded solder on lead-free product.

Lead Free SMT 1. Stencil printer Squeegees s -should have Pb free pair 2. Reflow oven - should be able support Pb- free higher temperatures. 3. In case you have inspection table on the SMT line - should have Pb-free mats(usually different color)
