Hydra Z error on hardware inialization

I am getting a F-MOT-MSEDYN HYDRA Z/156 error when I try to initialize Hardware on my My9. Interestingly though when I go into the "Service" program, I can initialize the Hydra Z with no problem. But when I try in TPSys, it doesn't pass and I get the above error. I measured the Hydra Z friction but it was way below the Max number. The problem is after it tests the Z Theta, instead of dropping about a quarter of the way down and stopping there for about 2 seconds, the Hydra head drops all the way down and then comes up very slowly and fails initialization.

Can anyone suggest what the problem is?
