Anything with metal in it can be recycled; PCBs, wire, lead trimmings, used solder paste, etc. There are companies that specialize in this sort of waste. Typically they will provide you with containers and once you have enough waste, they will come pick it up and pay you based on weight.

I don't know about potted PCBs, you'd have to talk to the recycle. My guess is it doesn't matter, worse case they just pay you a little less per weight so you'd just keep the potted PCBs separate from the rest of the waste.

I think jurisdiction will make a big difference with respect to exact details. I would think for example that WEEEEEEEE in Europe would have a lot to say on the subject. And there would be several local governments with their own special regulations. (I may have put an extra E or two in the name of the European regulation)
