I am attemping to gather as much information on the issues with and progress in solutions for manufacturing Pb free products in response to European initiatives (WEEE). I am intereested in component issues with As Made lead terminations (no Sn/Pb) as well as information comparing solder pastes and process set-up. Any detailed information would be appreciated.

All you need to do is go into the literature of the last 40 years and look at the number of papers. There has been some excellent work done in some of the labs of the major OEMs, Bell Labs, IBM, Motorola, Ericsson, HP, etc. The problem is with all the down-sizing and other bean-counter changes, these laboratories are shadows of their former selves (is they still exist at all). Therefore, the resources that were brought to bear onto the Sn-Pb solder reliability issue, simply do not exist for application to the lead-free solders.
The copy of the latest WEEE draft that is now on the ICER web site, is a draft for the 3rd draft. This is a leaked copy, which should be an internal EU commission document, and as such not in the public domain. However, I understand it is now in wide circulation, as evidenced by the ICER web site and others.
Attendees of the International Summit on Lead-Free Electronics Assemblies received a copy of the Department of Trade and Industry (DTI) report, "Lead-Free Soldering: An Analysis of the Current Status of Lead-Free Soldering" with their conference proceedings. This detailed report will be most useful in the development of the IPC roadmap on lead-free electronics assemblies. The paper is available on www.lead-free.org
Back in August 1999, Hadco offered to coat your bare copper test panels with Sn3.5Ag "using our dedicated HAL line. We request the panels to be an minimum of 12 inches in one direction, but no more than 28. We respectfully request that you supply between 2 and 30 samples. Please note that the panels must be bare copper. Reworks or alternative finishes can not be processed. After 30 days, another lead-free alloy will be put on-line and the offer will be repeated with the new alloy. We welcome your feedback on what alloy to evaluate each time. "I could forward you some chip inductors that have a gold plating over nickel. They would be rejects and not available on T/R. Physical size of the parts is 0.100 x 0.100 inches. This is not meant to be a plug as this site is not intended for commercialization or marketing, but we would like you to know that we can supply dummy components or daisy-chain units, whichever you prefer. I too was going to mention the TET Halco thing as I really want to see alternatives and how this one especially can be managed using HAL.
I would add that in the future much emphasis will shift to other coatings and solders. Gold, and all the rest, requires "nasty" processing. I expect a return to my more recent ancestry soon as becoming a "cave man" might have advantages over being a MoonMan though I can't imagine them.

Who could I phone, who could I ask? Just to learn that this wasn�t a problem at all for others Sometimes the best solution for particular problems came weeks, month, years later at shows, talks with others. With the internet I thought it might be useful to have a forum where everybody could join and contribute to some problems others have and get some tips myself the quick way. So, to implement things, decide,try and experience how things apply for me and my special problem is still in my own responsibility. I found this forum and that�s what I thought it should look like, and the problems are the same everywhere and that�s where all the people are, everywhere but only about 20Inch and a bit of hacking away. The only problem with the being shot progam is it often isn't fatal. Been shot many times myself, but seem unable to transend the threshold - marriage or the everafter. Still, if you persist, when I come back I'll buy your services. Never know when a sentence might need some friendly modification.
