Need advice for SMT

Hi, I have been assigned to purchase a SMT assembly line for electronic ballasts used in compact energy saving lamps. I have the circuit and list of components, but know nothing about SMT. Could anybody tell me where to start and what to look for. Thanks, Reza Paidar
