Are all tape and reels used in SMT required to be static safe?

We seem to have an awful lot of reels in our SMT stores that are not made of static safe material. True that many of the components are not static sensitive, but when we run SMT, they are being loaded right next to sensitive components. Is there any spec out there that talks to this? I have an auditor asking these questions and is ready to pounce on me with findings.....

I'd don't believe that the reels need to be ESD protective material. The carrier and cover tape have resistivity and materials specifications. Start with EIA-481.

In past threads on SMTnet, we have discussed problems in picking components that were related to static charge. Search the fine SMTnet Archives. As I recall, someone suggested talking to air ionizer sales types.
