RC circuit calculation

Input o--------||-----+-----o Output | / / | _|_ - Ground

In the circuit above, with 'Input' constantly rising at a rate of 10mv/second, I want a constant level at 'Output' of 2mv. Could someone help me calculate the values needed for R & C? Thanks.
