How can I do paste printing and placement set-up without having to waste a panel?

Print it, place it,(Don't reflow it) check it, remove valuable parts & wash it. You could use double sided sticky tape but it leaves crap all over the board when you remove it.

I use the solder sample pcb that comes w/ each batch of boards. We ask our pcb vendor to send 1 pcb for solder testing w/ each batch. This is usually a pcb that is completely done it just didn't pass electrical test @ the final stage. I kill two birds w/one stone - solder test & printer setup w/ a board that's not going anywhere.

The way we do this, is to tape a transparent film to the PCB. The printers and chip shooters can read fiducials no problems. Once it has been run through SMT, simply remove the tranparency film and the PCB is ready for use, no mess no cleaning and you still have all the components attached to the film.
