What type of "ESD sensitive chips"? What do You mean with failing under production? Question; are the chips placed and properly soldered on the pcb pads?

The most important thing you can do is to maintain the same electrical potential between the ESD-S product, the operator and the worksurface. This is typically achieved through a grounded dissipative worksurface and an operator grounded via a wrist strap. ESD events take place when objects of different electrical potentials come in contact. It is imperative that all conductors( operators, worksurfaces, and the devices that you are manufacturing) are at the same elctrical potential. Please also evaluate your packaging. Is there static producing foam involved? Is the ESD-S device stored in a static shielding container thus producing a faraday cage? I always preach, 1) Maintain the same elctrical potential and shield from static in storage or transportation.

Have you checked the devices to ensure that they are working correctly before assembly?

They may also have not been handled or stored correctly before they reached you - especially if they are grey market stock.
