Depends on the size, complexity, quantity, and density of the board. Also depends on the CM and lead time required...

Choose 2 or 3 good CMs and send them a pcb for analysis and quote...

Yes, by the component is a start. There is also board cost, and process material costs, engineering costs if needed, pallet cost if needed, and packaging costs. Inspection and test are another part of the cost. Will you provide your own test-set? If not, then even more cost.

A big factor is quantity of boards. Two companies with very similar boards will get different cost rates if one wants a million PCBs while the other only wants 10. One of the last things you may consider is turn-around time. If you need your product with overnight turn around, you'll pay a premium for it.
