SUMMARY OF RESPONSIBILITIES:
The Human Resource Director position requires a clear understanding and practice of KMM’s mission, vision, values, and strategies. This function requires an intimate knowledge of KMM’s policies and procedures and the ability to relay these requirements in a fair and unbiased manner. It is an expectation of KMM that the HR Director will provide council to Executive Management in the areas of HR expertise and will display a positive and supportive attitude at all times.


The Human Resource Director has the ultimate responsibility of leading the creation of a KMM work environment in which people choose to be motivated, contributing, and fulfilled. As a result the overall function of the Human Resource Department is to promote: 1) the abilities of all employees to successfully meet expectations and 2) development of all employees and co-workers of Killdeer Mountain Manufacturing, Inc. (KMM). This position reports directly to the Executive Management of KMM and is classified as an exempt salary position.
The HR Director is responsible for the training of all HR personnel to ensure that they have a clear understanding of the functions and responsibilities of their position. The HR Director position requires close interaction with all departments.


HUMAN RESOURCE DEPARTMENT MISSION
The Human Resources Department is responsible for leading the creation and sustainment of a KMM work environment in which people choose to be motivated, contributing, and fulfilled.


HUMAN RESOURCE DEPARTMENT STRATEGIES:
1. Foster effective methods of goal setting, communication, and empowerment to build employee ownership throughout the organization.
2. Lead creation and sustainment of an organizational culture in which people have the competency, concern, and commitment to serve internal and external customers well.
3. Promote constant evaluation of the effectiveness of the HR organization to be the “Champion of Change” throughout the organization.
4. To promote the overall success of the organization, the HR Director champions the identification and constant application of KMM’s internal mission, vision, values, and strategies.

PRIMARY DUTIES AND RESPONSIBILITIES:
1. Promote interaction with all programs, departments, and locations:
2. To apply KMM’s mission, vision, values, and strategies to continually develop  policies, support, recruitment, and sustainment of employees according to law
3. To develop an employee-oriented company culture that emphasizes quality, continuous improvement, and high performance.
4. To develop performance management and improvement systems
5. To mutually develop environments that create a sense of employee satisfaction 
6. To mutually develop environments that promote the importance of employees in the production of quality work
7. To mutually develop environments that promotes working well in a team environment
8. To mutually develop environments the promote employee understanding of opportunities for advancement through training and job performance
9. Tracking and reporting data to promote actions that improve KMM policies and procedures
10. Protect KMM through mutually developed policies, training, and knowledge of laws including documenting employee occurrences
11. Develop methods for gauging the status of employee morale and understanding through engagement, surveys and observations.
12. Positive employee interactions: talking to each other, not about each other
13. Audit compensation and benefits to ensure legal requirements
14. Employee safety, wellness, and health;
15. Employee services and counseling.
16. Continually improve the Human Resources Department
17. Promote the ability to organize and delegate tasks
18. Know and Apply State and Federal Regulations – Including but not limited to:
a. Ensure that KMM is compliant in all State and Federal regulations required.
b. Ensure that all reporting requirements are met in compliance with all regulations and handle all interactions with state and federal agents and/or union representatives as needed as it pertains to the Human Resource function and area of responsibility.
c. Clear understanding of Family and Medical Leave Act (FMLA).
d. Understanding and compliance with the Fair Labor Standards Act (FLSA).
e. Maintain Affirmative Action Program (AAP) through policy review and evaluation of required reports.
f. Foreign National visit coordination and regulation education.
g. OSHA 300A Reports annually.
h. Equal Employment Opportunity Report (EEO-1) Annual Report.
i. Veterans Employment and Training Service (Vets 100) Annual Report.
j. Stay abreast of the requirements of Workforce Safety and Insurance (WSI)
k. Annual 5500 reports for 401(k) and Insurance.
l. Respond to government surveys.
m. Work with State and Federal agencies as needed to ensure compliance with State and Federal laws by providing requested information and responding to audit requests.
19. Employee Benefits and Services
a. Propose necessary changes to Executive Management for Benefit changes and adjustments to ensure that State and Federal requirements are met.
b. Work with Insurance representatives to provide the best options for employee benefits.
c. Manage employee benefits and monitor to ensure that employees are provided with the most current information and education.
d. Coordinate annual insurance benefit sign-up and distribution of information to employees.
20. Direct and monitor KMM Drug and Alcohol Screening per Drug, Alcohol and Weapons Free Workplace policy.
a. Monitor current practices and policies for effectiveness and accuracy.
b. Drug and Alcohol Screening Training for Collectors and Supervisors
21. Provide education to ensure that KMM leadership knows, understands, flows down and follows all KMM policies.
22. Conflict resolution training for all KMM employees
23. Guide the development and maintenance of safety training program.
24. Assist in Workforce Safety and Insurance (WSI) annual review.
25. Assist and coordinate First Aid and AED Training
26. Compliance with all State and Federal safety requirements.


EDUCATION / KNOWLEDGE, SKILLS, AND ABILITIES
1. Minimum of a Bachelor’s Degree in Human Resources or similar familiar field of study.
2. Minimum of 5 years of professional experience in a leadership role as a human resources generalist.
3. PHR Certification is highly desired but not required.
4. Proficiency using Microsoft Dynamics or similar soft solution.
5. Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development
6. Good communication and organizational skills.  Additionally, this position requires the employee is able to communicate (verbally and written) fluently in the English language. 
7. Experience in the administration of benefits and compensation programs and other Human Resource areas of responsibility.
8. Demonstrated ability to maintain a high level of confidentiality
These requirements may be temporarily adjusted or modified at the time of the opening and will be based on current labor availability and staffing needs.  In these instances it is expected the employee will be able to meet all requirements within 180 days of accepting the position.


EQUIPMENT AND MACHINERY USED
1. This position requires the daily use of a computer and computer related software.  The employee must be able to accurately and proficiently enter and retrieve data as needed for the job tasks.
2. Standard office equipment such as copiers, calculators etc will be used, etc.


PHYSICAL REQUIREMENTS
1. Frequent travel to various KMM facilities to perform the functions of the job is a primary function.  This position requires a current driver’s license. 
2. This position requires the mobility to move throughout the facilities, stamina and ability to deal with stressful situations, travel and to work flexible hours. 
3. This position requires the ability to sit for long periods of time while using a computer and computer related software, as well as frequent use of a phone and other standard office equipment.


OTHER:
It is KMM’s expectation that the employee will know, understand and adhere to all KMM policies, procedures, standards of conduct and adhere to KMM Mission Statement and Values.  They must be trustworthy, honest, dependable, and able to work and be a part of the teamwork environment at KMM.  In addition the employee must be self motivated and exemplify good attention to detail and be able to handle job pressure and interruptions.  There may be times were extra hours are necessary to meet customer delivery requirements.
The continued success of KMM is reliant upon the engagement of employees to provide continuous improvements through lean activities and process improvement activities and recommendations.  Quality of product is paramount to KMM and the employee’s continued employment and as such the ability to perform the functions of the job will be evaluated on a regular basis to ensure that these requirements are met.
Communication and transparency are critical to the success of this position.  The Human Resource Director must foster a culture of commitment and proactive response to any KMM coworker or customer. 
As a KMM employee it is an expectation that the Director will treat coworkers with respect and will refrain from any comments or actions at work, in public or on public networking sites that could be considered as liable or degrading to KMM or fellow employees.
This position will require travel for training, to customers and/or other KMM facilities as needed and this may include working at other locations periodically and/or possibly for extended periods of time to support operations and fulfill job requirements In the event that a KMM vehicle is not available for use the employee will be required to provide their own transportation.
