Weird question, but I need it for a claim. About how long does it take to assemble, plug in the power and dry cycle a DEK 248 with vision. I'm saying 90 minutes to two hours tops. Additional opinions would be greatly appreciated.

Contact Sipad Systems and see if your board is a match for their process. They use a flux that stays tacky for weeks. We have used them in the past for exactly this reason and everything worked out well.

I would guess a small US/Europe CEM with modest equipment could probably get the assembly cost somewhere close to $15, the volume is large enough that tooling charges may well be irrelevant. Such a CEM might appreciate the freedom to source the parts

On charge dissipating from clothing or not: It doesn't dissipate from some clothing. That's why people in assembly shops were cotton lab coats or ground-able material shirts.
