Also to diagnose if it is the correct axis go to the "calisim" or the "axis position" option in utilities and get to the "current position" menu. Estop the machine and move the relevant axis by hand and see if the encoder count goes up.

Also it might be a failed axis controller card in the VME; check for any red fail lights.
