I think the laser etcher is the way to go. Practice on some obsolete stencils so you can determine the correct settings for the material.

You might find what your looking for in the component datasheet or at least a recommended footprint. As your looking for advise I would speak with whomever you have your stencils designed by at the min, they likely already have a database of options

Have you considered laser marking ? Cheap chinese lasers can vaporize soldermask and leave "dark copper" marking.

A welding regulator can regulate flow over pressure. Maybe look at one of those.

I know that we maintain lower PPM count from our N2 Generators when we can lower the flow rate. I'm not sure if that would help you or not.
