Have an external oscillator circuit contact the LED pads or a nearby connected pad and only apply power at say 1V and measure the frequency of oscillation of your circuit through a buffer stage. regards sarason

its in a standard SOT-23 package, designer suggest using a Microchip Universal 6L SOT-23 Socket Module (AC164321), but its no going to be manufacturing friendly

With regards to PCB surface finish I would recommend Electroless Nickel Immersion Gold (ENIG) because of the long shelf life, tarnish resistance, RoHS-compliance, and easy soldering compared to other surface finishes. http://www.surfacemountprocess.
