Topline sells kits with the dummy components and the boards. They will also give you the CAD DATA for the placements on the board. You can also use these as "gold boards" to check placement accuracy and machine repeatability. http://www.topline.tv

Even worse, you might be running into patents that prohibit you from building the same stuff they are. Might wanna check that first, because I doubt that Fuji or whoever will grant you a license.

An elusive cause can be Bill of Material Quantity errors vs. actual placements. Check the programs to the Bills and designators on the BOM to Qty. if the postings above do not net results.
