The best offline software I have come in contact with is CircuitCam. Go online at www.aiscorp.com or send an email to jspera@aiscorp.com You can use cad, a scanned image, D256 data or gerber files. Check them out.

Try Diagnosys.com They run a quick turnaround, low cost service in the UK. CR Technology may do the same in the US. Both have Hi Quality Software for results interpretation. Also worth considering Hirox BGA Inspection systems at Diagnosys.com
