Your masking dots are a silicone adhesive. Contact the supplier and tell them you need an acrylic adhesive on the same dots. Normally same cost and lead time.

We are searching for low cost acceptable AOI system. Only one we found for about 20K USD is AOI OK600 from Dektec automation, Chine. Maybe anybody have had experience with such equipment and it support. Any advice in choosing AOI is desirable.

You will want to look at the Mil Specs. I believe they are all available online in pdf format at no cost. I am not certain what the latest spec is but Mil-Std-2000 absolutely has a section on this.

The only issue is that now you are paying for a 4 layer board and only getting a 2 layer board. In the long run, it will definitely cost you if this is a higher running product. Other than that you shouldn't have any issues.
