You can try to see if GPAK could help you. They make custom tapes and feeders. I have never used them, but they have some interesting video clips on their site.

Stentech offers 0.030" foils as well. I had them quote some custom fixtures laser cut from 0.030" foil.

QFP wetting

Paul: If your customer "resolders suspected IC lead(s), problem goes away" - It's not an 'black pad' issue. You need to improve the way you solder this product.
