Do you have a software that you can use to create dimensional array drawing for PCB using gerbers or gerber input. If not, do you have software that can open board house gerbers and create a dimensional pdf drawing? Thank you!

I use CAM350 and it has a panelization section in the software. It looks like it's decent, but I haven't used it myself, so I can't say for sure.
