Sure, you should be able to measure the copper oxide thickness on the inner layers of a PCB when doing sections.

SERA testing (sequential electrochemical reduction analysis)can measure surface oxidation, not sure on inner layers.

So let's see, Cost of Ownership = [[Equipment cost + Setup]+[Operating costs]] / [Yield*Throughput*Utilization], where 'Operating costs' include: chemicals, water, electricity, DI tanks, filters, recycling costs, etc.
