Unless your end goal is to develop the expertise to fab pcb's and assemble pcba's, I agree with DWL. It's a LOT to learn, with the best equipment, and that budget won't get you very far in that regard.

Is it indexing at the correct pitch when you push the forward button? I really can't remember much about those machines but it seems like that's an indication that it's not programmed correctly. I'll be bobpan knows, regardless. ;)

yes it's moving at the wrong pitch, about 3 components a time. Is the programming you talking about at the microcontroller AT85C55 or that serial memory 24C04? Or there is some procedure on the Quad to adjust this?
