I always got told if someone can extract gerber file they can also extract cad file. If this is a customer I would put it back on them to get you the cad file.

I have used Unicam's GerbCAM with limited success, it is very dependant on the quality of the customer's gerbers. You might want to see if this is what you're after.

Yes, I ordered this stencil, I checked the "cut" file vs the gerber before the stencil was made, and it matches. Attached is an overlap of the stencil over the original gerber. Regards
