I'd guess that the interconnect pads on the BGA have poor solderability. Confirm this with testing at an independent lab. Work with your supplier to resolve the issue.

we use ultrasonic machine - it cleans good. You should be aware that there is quite a maintenance. THere are filters that have to be changed often and one's in a while I would drain the whole thing clean it and re-fill it.

Apologies for my denseness, and I haven't touched a Treiber in years, that said, isn't there "tensioners" on the machine at each end of the chain?
