Hello, I am not sure what you mean exactly. Lead length is something standard given from components supplier. Pretty much all new AOI machines can measure the length and height of most of the leads on a IC.

If you happen to have the Solder Paste Height Measurement System, it would able to do the works for you. That's only if the leads are not long.
