From your post I would say send your board to a contract manufacturer and don't worry about it. NC process is preferred method overall, unless there is a special requirement for Water wash.

Is it a single membrane switch or part of a panel. If single, chase down a similar type, if part of a panel you may be able to go back to the manufacturer for a replacement panel. Otherwise drill a hole and install a replacement unit being careful to

The chip resistors are placed on the edge of the board, but the board has no or enough waste tabs. When de-panelizing, the bits may contact and break them. You can use a smt carrier, or add waste tabs in your next assembly manufacturing.
