This does not look difficult. It appears the rectangle of proper size and spacing would work for both, or even a square pad. Don't make it more difficult than it should be. But then I could be missing something?

Rather than using an over-lay of both pads, I would just stay with a rectangle pad shape, a little wider to accommodate both footprints. Keep it simple.

I would consider to have mask in between the leads and have it open a little bit more than the copper Thank you. That is exactly what the NSMD pad is!

Yes, but I have seen designs where the whole row of leads has no mask(which is also a NSMD)

If at all possible, you definately want solder mask defined pads. Without it, you will struggle with solder bridging. This is especially important if you have a larger size board.
