Yes, there is a limitation with Transmission X-ray on double-side SMT boards, ie.: back-to-back solder joints, components on bttom side over a solder joint.

You'd think 219*C should be warm enough, but we'd go higher just to get the part to stick. What is: * LED terminations material? * Alloy and flux type of your solder paste? Is you solder sticking to the pad and not to the component? Or what?

Grant, try TEKA solder-bearing connectors. They have a "brick" of solder that reflows during reflow. They work great! Jason Gregory

Maybe you can check the thickness of the solder mask between the pads. If the highest of the solder mask exceed the pad,then the component which was placed will be unbalanced.
