The cut can be as close to the component as you want as long as you do not damage the component or any surface mount pads/traces/through holes/internal pcb planes etc.

That is correct, the part clearance is not as much of an issue as cutting into copper, you want to stay away from the copper layer. If the customer spec's a distance then that would be the rule.

i don't see why it was insufficient. if you want more paste, i would increase by 10-15% aperture,and maybe double prints for printer.

We inspect incoming stencils to see if they are labelled properly and sometimes check the width of special apertures and that's about it. We want to kick it up a notch. What are others out there doing to inpect incoming stencils? Is there criteria

I would run the passive side first just because the BGA is probably moisture sensitive and I wouldn't want to have to keep track of the time between first and second reflow.

We use an evaporation system to eliminate the need to dispose of any wastewater, you may want to look into this, big cost savings in the end. We recycle the wasted paste with our dross.
