Tried fluxing, then letting it sit for an hour and then running it through post fluxer...no bridging, only tried one board though, we're pretty busy at the wave so I have to slide things in between jobs. Also cutting the leads down also worked, but

There is no standard, nor should there be. You need to establish a standard that meets your customer requirements. The problem with those old-timey standard is that there's just so many choices. What works for you just might be too strict [or loose]

We only clean ones that are rejected (typically 1 out of 250 or more). Very well could be an issue with the boards supplier if your having a inconsistency in plating/hasl process, under a scope do the fiducials look the same between boards? More like
