Are your solder relief pads connected to anything in terms of ground planes that would increase the thermal load or are they floating copper? I take it your talking about wave solder relief pads?

TI was leadfree before ROHS. I saw TI solderability issues over 10 years ago. The leads have paladium and need higher reflow temperatures.

We had the same issue with the INA121's a while back if im not mistaken... i believe the design was changed do to other reasons with that part and the prob went away.
