With proper lead forming, a radial capacitor (1000uf, 25V) can be placed flush to the board. If you place it as you describe, does your product application environment require staking?

Thanks for sharing your work experience. I found a reference material with IPC standard (IPC 610) that specifies an exact heigth that a capacitor needs to be placed, I will check this standard specifications in more depth.

One thing I have run into when placing cap's flush to the board is blow holes due to the plastic sheathing used around the cap. It would form a gasket going through wave and exhaust out of the holes therefore blowing the solder out with it. This cap
