At a previous location we used the Semco cartridges. Occasionally the operator would have to scrape down the stencil and knead the paste back in. That would keep the paste on the edges from drying out. It was just standard procedure.

Assuming you meant 38 percent humidity - I would have to say your environment is only part of the problem. When you experience this problem, is because the paste has set idle for a period of time? If you knead the paste does the fine pitch print OK

I know this is not the answer to your question but it may help until you get the right cleaning process in place. I have found that kneading the paste with 3-4 double strokes during the first print has aided in bring our defective ppm down somewhat.
