We use tweezers to pick burnt 'peelable' mask. That stuff stuck in the unfilled PTH is a mature female dog.

If spacing is not to small you could use a temporary peelable mask used in wave soldering. Or have your PCB manufacturer screenprint a peelable mask on for you. These suggestions are only if the mask needs to be removed, If not permanent solder mask
