1.5mm pad is not so ok in practice. You may expand the size to 2.0mm.

I designed 0.5mm through hole, and 1.5mm the pad in my PCB, but the manufacturer told me they want to increase the cost because it is difficult to fabricate. But i think my design is correct. Any advice?

Try to insert thin copper plate (approx. 1.5mm thk) at the end of the flow direction. Place it approx. 2mm away from the lead. The copper will pull away the solder & thus minimise bridging problem.

BGA rework

is it all right to reflow a BGA using a rework station but without applying a layer of solder paste on pcb. the diameter of the solder ball is 0.75 and the pitch is 1.5mm.

I don't know what machine type you have or what the nozzles look like but we use a standard nozzle with an I.D. of either .8 or 1.5mm. We rotate and pick up the part somewhat slowly.
