"Dibasic" means a molecule containind two acid functional groups, such as carboxylic acid. The inductive effect makes the dibasic activator more active than mono-basic activator.

Inductive effect is the electron attraction force between chemical moieties. Inductive effect in flux activator would stabilize the dissociated organic acid, thus enhance the acidity, therefore increase the flux activity.

I will second the previous answer that it stands for Organic Acid. "Acid" being the key word as to why it must be thoroughly cleaned.

Like Dave said, you need to use an acid solution. This is what is used prior to HASL. You will think I am crazy but you can use vinegar or even catsup/ketchup. The acetic acid will clean the oxidation. Just rinse the board off before using.
